There are two basic ways to limit the military defense in the pre-modern society. First is the defense made through the castles and walls around which ready troops are deployed. Second is the defense made by the troops of landlords in the border region. This land is usually given in exchange for participating in the defense of the border and the other campaigns by the central government.
