Abstract

The Ottoman Empire expanded its territory consistently since it had been established and became a state that reigned three continents in the 16th century. Within this period, it combated Anatolian Principalities to provide political unity and solidarity in Anatolia and annexed all of the principalities in the first quarter of the 16th century. This growth was not limited only to the geographical area by all means. The tribes and communities in the principalities were also included the Ottoman administration. Some of the nomads found it difficult to adjust themselves to legal tax regulations of Ottoman Empire and they could not adopt current condition soon. Under these circumstances Ottoman Empire put every nomad groups under different obligations to make them well adjusted with the Empire and to prevent them to dissent. Atceken and yüzdeci communities were constituted as federations. These communities were constituted either as small groups separating from the entity or the union of the phratries. Some nomad groups were recorded as piyadegan. These groups were called as armaments. Ottoman Empire occasionally shared some responsibilities required to be state to the public. Nomads in Karaman province as a part of this communion fulfilled their obligation as repairing bridges, mining, waterways service, wood chopping and so on.
