Abstract
Türkiye’nin en büyük meslek örgütlenmeleri arasında yer alan Türkiye Odalar ve Borsalar Birliği (TOBB), 15 Mart 1950 tarihli ve 7457 sayılı Resmi Gazete ’de yayımlanan 5590 sayılı Kanun ile kurulmuştur. 7 Şubat 1952 tarihinden itibaren faaliyetlerini gerçekleştirmeye başlayan TOBB’un ilk genel başkanlığına Üzeyir Avunduk (7 Şubat 1952- 3 Eylül 1959) seçilmiştir. Tarih, devlet ve toplumun işleyiş sistemlerini birbirinden ayrı düşünen yönetim ve yöneticileri yanlışa sürüklediğinin örnekleri ile doludur. Bu bağlamda; Türk siyasi hayatında çok partili yaşama kalıcı olarak geçildiği dönemde faaliyet gösteren TOBB’u bu hayatın tamamen dışında düşünmek bizi yanıltır. Kanunla kurulan Odalar Birliği, kamu kurumu niteliğinde bir meslek kuruluşu olması sebebiyle faaliyet alanlarına ilişkin düzenlemelerin yapılmasından ve üyelerinin bu düzenlemelere uymasından sorumludur. Üyelerine ilişkin yaptığı faaliyetlerin yanında ekonomi ve dış ticaret alanlarında rapor hazırlaması ve bu konularla ilgili hükümetle işbirliği yapması, tarafları birbirine yakınlaştırmış ve siyasal yapının TOBB ile bağ kurmasını sağlamıştır. Bu noktadan hareket ederek üzerinde çalışılan makale, 1950 ve 1954 yılları arasında Türk siyasi hayatında meydana gelen gelişmeleri, TOBB’un kuruluş sürecini ve Onuncu Hükümet dönemi ile olan ilişkisini incelemeyi ve bu duruma ilişkin bir değerlendirme yapmayı amaçlamaktadır.

Abstract
Turkish Union of Chambers and Commodity Exchanges (TOBB), one of the largest professional organizations in Turkey, was established in accordance with the law numbered 5590 published in Official Gazette dated March 15, 1950 and numbered 7457. Üzeyir Avunduk (February 7, 1952 – September 3, 1959) was elected as the first president of TOBB, which started its activities as of February 7, 1952. History is full of examples of administrators and managers who think the systems of the state and society are different from each other. In this context; It is wrong to think of TOBB, which is active in the period when Turkish political life is permanently passed on to multiparty life, completely outside of this life. Though it is wrong to reconcile TOBB, which operates in the period of the beginning of multi-party life with Turkish political life, it is would also be misleading to think it outside of this life completely. Since this constitution, which was established by law, is a professional organization in the nature of a public institution, it is responsible for the regulation of its activity areas and its members' compliance with these regulations. In addition to the activities related to its members, preparing reports in the fields of economics and foreign trade, and its cooperation with the government related to these subjects, made both parties close to each other and ensured that the political structure became connected with TOBB. Starting from this viewpoint, this article aims to examine the developments that took place in Turkish political life between 1950 and 1954, the process of establishment and the relationship between TOBB and the period of the tenth government, and to make an evaluation about this situation.
