Abstract
Engelliler, sahip oldukları dezavantajlar sebebiyle desteğe en fazla ihtiyacı olan gruplardan biridir. Eğitim, meslek edinme, istihdam edilebilme konularında hayat mücadelesine dezavantajları nedeniyle bir adım geride başlamaktadırlar. Bu bağlamda engellilerin istihdamı, onların hayatın içine dâhil olmalarını, toplumla bütünleşmelerini sağlamaktadır. Bu çalışma, Türkiye nüfusunun yaklaşık %12’sini oluşturan engelli bireylerin eğitimsizlik, mesleksizlik ve işsizlik mücadelesine bir katkı sağlanması amacıyla gerçekleştirilmiştir. Engelli bireylerin kendi ilgileri, becerileri, yetenekleri ya da eğitimleri doğrultusunda kendine uygun bir işi yapabilir, istihdam edilebilir olduğuna inanmanın gerekliliği savunulmuştur. Çalışmanın kapsamını, Türkiye içerisindeki engellilerin mevcut durumu ve engelli istihdamıyla ilgili politikalar oluşturmaktadır. Bu çalışmada engellilerin istihdam sorunları hakkında devletin geliştirmiş olduğu kamu politikaları ve mevzuattaki karşılıkları değerlendirilerek, engellilerin istihdamı ile ilişkili haklarının tek bir çatı altında toplanması hedeflenmiştir. Engelli istihdamını arttırıcı ve mevcut durumu iyileştirici öneriler sunulmuştur.

Abstract
Because of the disadvantages they have, disabeled people are one of the groups most in support need. There is a disadvantageous step in life struggle in terms of education, occupation and employment. In this context, the employment of the disability should be included in the online life, social integration. In Turkey, which accounted for about 12% of individuals with disabilities without education, to make a contribution to the fight against occupation and unemployment. Individuals with disabilities have their own interests, skills, talents, or training that can be employed, can be employed it is argued that it is necessary to believe that. Working scope of the current situation of disabled people in Turkey and within related disabilities employment. In this case, the government has developed about the employment problems of the handicapped public policy and legislative provisions are assessed. With the employment of the disabled it is aimed to bring together related rights under a single body. Suggestions for improving disability employment and improving the current situation have been presented.
