This relationship has been investigated in detail among historians, policy makers, economists, journalists and other academicians. In this study, the knowledge given in archives, newspaper collections and other survey articles has been used. Furthermore, this subject has become a current issue especially during the Budget discussions in the Record Journal of Turkish Grand Assembly and Report Newspaper (Zabıt Cerîdesi). According to the knowledge we reached from these sources, in the first period of the Democrat Party, the ruler and the opposition parties reached consensus about the issues related to the Turkish military forces. However, after the year 1957, there appeared some rejections about the applications of the ruler political party from the opposition political party. The most discussed subject was that the Turkish soldiers were employed to work in civil constructions.
