Abstract
Öz Hz. Peygamber’in yirmi üç yıllık elçiliği döneminde İslam dininin inanç, ibadet, ahlak ve hukuk konusundaki emirleri ve yasakları peyderpey inmiştir. İbadet ve hukuk konusunda inen ahkâmın Hz. Peygamber’in bi’seti döneminde hangi yıl içerisinde ilk defa emredildiğini ve uygulandığını sîret, hadis, fıkıh ve tefsir alanındaki eserlerden faydalanarak tespit etmeye çalıştık. Bu ahkâmın toptan inmeyip yıllara göre dengeli ve tedrici olarak serpiştirildiği görülmektedir. Ahkâmın bu şekilde sıralanmasının altında yatan hikmet ve sebeplerden şunlar öne çıkmaktadır: Manevi açıdan iman ve sabrı artırmak, daha sonra vaz edilecek ahkâmın uygulanmasını kolaylaştırmak amacıyla öncelikli gelen hükümler, İlk neslin kemiyet ve keyfiyet gücü dikkate alınarak zamana ve zemine uygun olarak gelen hükümler, vahyin indiği coğrafyada var olan bazı uygulamaların değiştirilmesi, düzeltilmesi ya da tastik edilmesine yönelik gelen hükümler, toplumda kökleşmiş bazı yanlış adetlerin sosyal yapı dikkate alınarak aşamalı olarak yasaklanmasına yönelik gelen hükümler, daha önce hükmü bulunmayan konuların Hz. Peygamber’e arz edilmesine bağlı olarak, ona cevap mahiyetinde gelen hükümler.

Abstract
Abstract During the twentythree-years period of the prophetic mission of the Prophet Muhammad, the orders and prohibitions of the religion of Islam on belief, worship, morality and law were revealed step by step. During the prophetic mission of the Prophet Muhammad, we tried to determine what year the holy rules revealed about worship and law were ordered and applied for he first time by making use of the works in the field of siret, hadith, figh and tafsir. It can be seen that, these holy rules have not been revealed as a group but have been interspersed in a balanced and gradual way according to years. The wisdom and the reasons underlying this order of ahkam are highlighted as follows: Spiritually increasing faith and patience, priority provisions in order to facilitate the application of the subsequent judgment, provisions provisions for modification, correction or approval of certain practices existing in the geography of the revelation, provisions for the gradual prohibition of some established false customs in society taking into account the social structure, the provision of the answers to the Prophet, subject to the provision of issues that had not been previously ruled.
