Abstract
Milli Eğitim Bakanlığı; 23 Ekim 2018 tarihinde yayınladığı 2023 eğitim vizyonu belgesinde yer alan okul yöneticilerinin desteklenmesi başlığındaki uygulamaları 2020 yılında ülke genelinde hayata geçireceğini, 2021 yılında ise bu uygulamaları izleme, değerlendirme ve iyileştirme yapacağını vaat etmiştir. 05.02.2021 tarihli ve 31386 sayılı Resmi Gazete’de Millî Eğitim Bakanlığına Bağlı Eğitim Kurumlarına Yönetici Seçme ve Görevlendirme Yönetmeliği yayınlanmıştır. Bu çalışmada, Eğitim Kurumlarına Yönetici Seçme ve Görevlendirme Yönetmeliği’nin; 2023 eğitim vizyonu belgesinin vaat ettiği, okul yöneticilerinin destekleneceği ana hedefler altında sıralanan eylemlerin ne derece gerçekleştirdiği karşılaştırılarak yorumlanmıştır. 2023 eğitim vizyonu belgesiyle eğitim yöneticilerinde oluşan beklentilere rağmen vaat edilen uygulamaların bu yönetmelikte hayata geçmediği görülmektedir.

Abstract
With the announcement of the 2023 Education Vision document on 23rd of October 2018, The Ministry of National Education has pledged to actualize applications under the topic of providing support to school directors across the nation in 2020 as well as to monitor, evaluate and to improve these aforementioned applications in 2021. Regulations on Selection and Assignment of Directors to Educational Institutions affiliated with the Ministry of National Education have been published on 5th of February 2021 with 31386 issue number in Official Gazette. In this study, Regulations on Selection and Assignment of Directors to Educational Institutions have been compared and interpreted in terms of achievement of the actions lined under the main goals for supporting school directors within the 2023 Education Vision. It has been seen that despite the expectations of school directors arising from the 2023 Education Vision, the promised applications don’t come to fruition with this regulation.
