Beşeri Sermayenin Tasarruflar Üzerindeki Etkisi: E7 Ülkeleri Üzerine Bir Uygulama

Abstract

Klasik iktisadi teorinin homojen bir üretim faktörü olarak kabul ettiği emek faktörünün kalitesine özellikle de işgücünün eğitim ve öğretim düzeyine yönelik 1960’lı yıllardan itibaren artan bir ilgi gösterilmiştir. Giderek artan bu ilgi bir dizi kişisel, ekonomik ve sosyal fayda sağlayan bireylerin becerilerini ve diğer niteliklerini içeren beşeri sermaye kavramının ortaya çıkmasına neden oldu. Nitelikli emeği temsil eden beşeri sermaye, işgücü tarafından içerilen bilgi, beceri ve sağlıklı olma durumunun toplamıdır. Bireyin büyük ölçüde eğitimle kazanacağı beşeri sermayesi onun yaşamı boyunca (çalışma hayatında) elde edeceği gelir düzeyi, tüketim, tasarruf, yaşam şekli, sağlık gibi pek çok sosyo-ekonomik değişken üzerinde etkili olmaktadır. Bu çalışmada özellikle beşeri sermaye-tasarruf ilişkisine odaklanılmıştır. Beşeri sermaye ve tasarruf ilişkisi E7 ülkelerinin 1990-2019 dönemi verileri kullanılarak panel veri analiz yöntemleri ile araştırılmıştır. Analiz bulguları, beşeri sermaye ile tasarruf arasında istatistiksel olarak anlamlı bir ilişkinin olmadığını göstermektedir.

Abstract

Since the 1960s, increasing attention has been paid to the quality of the labor factor, which is accepted as a homogeneous production factor by classical economic theory, especially to the education and training level of the workforce. This growing interest has led to the emergence of the con-cept of human capital, which includes the skills and other qualities of individuals who provide a range of personal, economic and social benefits. Human capital, which represents skilled labor, is the sum of the knowledge, skills and health status contained by the workforce. The human capital that an individual will gain through education has an impact on many socio-economic variables such as the income level, consumption, savings, lifestyle, and health that she will gain throughout his/her life (working life). In this study, especially the human capital-savings relationship is focused. The relationship between human capital and savings was investigated using panel data analysis methods using the 1990-2019 period data of E7 countries. Analysis findings show that there is no statistically significant relationship between human capital and savings.
