Abstract
Sosyal bir sorun olan yoksulluk çok boyutlu olarak tanımlanmaya çalışılsa da sınırlarını kesin olarak belirlemek oldukça zordur. Yoksulluk tüm ülkeler için en zor konulardan biridir. Çünkü yoksulluk sürekli genişleyen, kapsamı ve niteliği değişen bir sorundur. İnsanları yoksul olarak sınıflandırmak için kullanılan kriterler de günden güne ve duruma göre değişmektedir. Dolayısıyla yoksullukla mücadele giderek zorlaşan koşullar altında yürütülmektedir. Kamu idarelerinin yoksullukla mücadelede kullandığı tedbirlerden biri olan sosyal yardımlar, yoksulları bu durumdan kurtarmayı amaçlamaktadır. Ancak sosyal yardımların sürekli artan maliyet ve kapsamının yanı sıra sürekliliği ve sürdürülebilirliği de tartışma konusudur. Sadece yoksullukla mücadeleyi amaçlayan sosyal yardımlar sürdürülebilir yardımlar olarak görülmemekte ve uzun vadede yoksulluğa çözüm üretememektedir. Bu çalışmada, yoksullukla mücadelede sosyal yardımların etkinliğine ilişkin konular yukarıda belirtilen sorunlar ışığında tartışılmaktadır. Filantropi sınırları içinde görülmemesi gereken sosyal yardımlara ve etkilerine değinilmekte ve irdelenmektedir.

Abstract
Although poverty, which is a social problem, tries to be defined as multidimensional, it is very difficult to determine its boundaries precisely. Poverty is one of the most difficult issues for all countries. This is because poverty is a problem that is constantly expanding and changing its from and nature. The criteria for classifying people as poor also change from day to day and depending on the situation. The fight against poverty is therefore being waged under increasingly difficult conditions. Social assistance, which is one of the measures used by public administrations in the fight against poverty, aims to lift the poor out of this situation. However, in addition to the ever-increasing costs and scope of social assistance, its continuity and sustainability are also the subject of debate. Social assistance that only aims to tackle poverty is not seen as sustainable assistance and cannot provide a solution to poverty in the long term. In this study, issues related to the effectiveness of social assistance in the fight against poverty are discussed in the light of the above-mentioned problems. Social assistance that should not be seen within the boundaries of philanthropy and its effects are mentioned and examined.
