Benzer mi, Farklı mı? Polonya, Letonya, Macaristan ve Litvanya ile Türkiye Eğitim Denetimi Sistemlerinin Karşılaştırılması

Abstract
Türk eğitim sisteminde eğitim denetimi yıllardır tartışılan alanlardan biridir. Eğitimde denetim yönetim sürecinin önemli bir parçasıdır ve çeşitli açılardan ele alınması gerekmektedir. Örneğin var olan sorunların çözülmesi ve daha etkili bir denetim sistemi kurgulayabilmek için farklı ülkelerin denetim sistemleri incelenebilir. Bu araştırmada seçilmiş bazı ülkelerin eğitim denetim sistemleri incelenmiş ve Türk eğitim denetimi için çıkarımlar yapılmıştır. Araştırma ile gelişmekte olan ve sosyo-ekonomik yapısı Türkiye ile benzer ancak 2022 uluslararası sınav sonuçlarında Türkiye’den daha başarılı olan Polonya Letonya, Macaristan ve Litvanya’nın eğitimde daha iyi seviyede olmalarını sağlayabilecek etmenlerden biri olan eğitim denetimi sistemlerinin incelenmesi benzer ve farklı yönlerinin ortaya konulması amaçlanmıştır. Belirtilen ülkeler ile Türkiye’nin denetim sistemlerinin yapısı karşılaştırılmıştır. Araştırma verilerinin elde edilmesinde doküman analizinden faydalanıldığından araştırmanın modeli derlemedir. İncelemeler sonucundan Polonya, Litvanya ve Macaristan’da merkezi denetim sistemi uygulandığı Letonya’da ise ek olarak yerel denetim sistemi olduğu belirlenmiştir. Bu ülkelerin denetim sistemlerinde mevcut şeffaflık, sürekli değerlendirme, politika yapma süreçlerine entegrasyon ve mesleki gelişimi teşvik etme gibi unsurlar, Türkiye'nin eğitim sisteminin daha etkili ve nitelikli olmasını sağlayabilir.

Abstract
The educational supervision system in Türkiye has been a topic of debate for many years. Nevertheless, it remains a crucial component of the educational oversight process and warrants examination from various perspectives. For instance, analyzing the supervision systems of other countries can provide solutions to existing issues and help establish a more effective supervision system. This research explores the educational supervision systems of select countries and draws inferences for Türkiye's system. The study highlights both the similarities and differences in educational supervision practices, which contribute to the success of countries such as Poland, Latvia, Hungary, and Lithuania. These nations share a similar socio-economic structure with Türkiye but performed better in the 2022 international exam results. The audit structures of these countries were compared with those of Türkiye. The research employed document analysis, making it a qualitative, exploratory study. The findings indicate that while Poland, Lithuania, and Hungary implement a centralized supervision system, Latvia incorporates an additional local supervision mechanism. Key aspects such as transparency, ongoing evaluation, integration with policy-making, and support for professional development in these countries' supervision systems could enhance the effectiveness and quality of Türkiye’s educational system.
