Abstract
“Ziya Paşa’nın Arzuhali” bir risale, layiha, rapor veya bir siyasetname olarak tasvir edilebilir, tanımlanabilir. Bu tarz içerikler yaşanan sorunların izahı mahiyetindedir. Ancak çeşitli dönemlerde bilimsel, kültürel veya iktisadi alanlarda ki daralmanın sebebini yalnız merkez idaresi ile izah etmek çok doğru bir yaklaşım olmayabilir. İktidar çeşitli konularda tedbirler alır ve belki de etkili bir idari işleyiş söz konusu olabilir. Ancak halkın veya kamu idarelerinin bu konudaki direnci veya sürece katkı sağlayacak girişimlerde bulunmaması devletin ileri yönlü ivme kazanmasına engel olabilir. Arzuhalin kaleme alındığı dönem yani 19. asır Osmanlı Devleti padişahlarının yenileşme süreçlerine olan gücüyle katkı sağlamaya çalıştığı yıllardır. İstisnasız tüm padişahlar yoğun bir mesai harcamışlardır. Hatta eserin takdim edildiği Sultan Abdülaziz dönemi iktisadi yönden eleştirilse de Osmanlı Devleti’ni ileri götürme hamlelerinin farklı boyutlarıyla devam ettiği bilinmektedir. Bu gelişmelere çeşitli kesimlerin destek yerine engel olduğu da yine genel geçer bir bilgidir. Bu doğrultuda çalışma, özellikle toplumsal meseleler ekseninde ilgili eserin analitik bir değerlendirmesini sunmayı amaçlamaktadır

Abstract
“Ziya Pasha’s Petition” (Ziya Paşa’nın Arzuhali) can be described or defined as a treatise, a memorandum, a report, or a political tract. Such documents serve to explain the problems being experienced. However, attributing the causes of stagnation in scientific, cultural, or economic spheres during various periods solely to the central administration may not be the most accurate approach. While the ruling authority might implement measures and maintain an effective administrative process, the resistance of the public or public administrative bodies—or their failure to initiate actions that would contribute to the process—can hinder the state’s forward momentum. Accordingly, this study aims to present an analytical evaluation of the work, focusing particularly on social issues To provide a general assessment of the era in which the petition was penned—the 19th century—it was a time when Ottoman sultans strove to actively contribute to modernization processes. Without exception, every sultan devoted immense effort to this cause. Even the reign of Sultan Abdülaziz—to whom this work was presented—though criticized on economic grounds, is known to have seen continued efforts to advance the Ottoman state through various initiatives. It is also common knowledge that various segments of society often acted as obstacles rather than sources of support for these developments.
