Abstract
Geleneksel anlayışla yönetilen tedarik zincirlerinde karşılaşılan önemli konulardan biri genel olarak zincirdeki bilgi akışının bozulması ve talep dalgalanmaları sonucu ortaya çıkan kamçı etkisidir. Üretim ve hizmet işletmelerinde ortaya çıkan kamçı etkisi zincirde büyük dalgalanma ve kaos etkisi yaratmaktadır. Özellikle bir hizmet sektörü olan sağlık sektöründe tedarik sürecindeki gecikme ve dalgalanmalar hasta sağlığını etkileyerek dönüşü mümkün olmayan sonuçlar yaratacaktır. Bu nedenle sağlık sektöründe tedarik zinciri yönetimi önemle üzerinde durulması gereken bir konudur. Kamçı etkisinin en güncel örneği son dönemde tüm dünya ülkelerini etkisi altına alan Covid-19 pandemisidir. Bu süreçte virüsün etkilerini en aza indirmek için ülkeler hemen hemen her sektörde önleyici düzenlemelere yer vermiştir. Yapılan bu düzenlemeler ile pek çok tedarik zinciri sürecinde zorluklar ortaya çıkmış hatta sürecin çalışması bile imkânsız hale gelmiştir. Salgın ve pandemi gibi doğal afetlerde sağlık sektöründe iyi işleyen bir tedarik zinciri yapısının oluşturulması önemlidir. Bu kapsamda çalışmanın amacı, son dönemde içerisinde bulunduğumuz pandemi sürecinin sağlık tedarik zincirinde ortaya çıkardığı kamçı etkisine yönelik literatür taraması yaparak etkilerin değerlendirilmesidir.

Abstract
In traditionally managed supply chains, the issue that arises as a result of disruption of the information flow in the chain and demand fluctuations is the bullwhip effect. The bullwhip effect that occurs in production and service enterprises causes great fluctuations and chaos in the chain. Delays and fluctuations in the supply process, especially in the health sector, will affect the health of patients and create negative consequences. Therefore, supply chain management is an important issue in the health sector. The most recent example of the bullwhip effect is the Covid-19 pandemic that has affected all countries of the world recently. In this process, countries have made preventive regulations in almost every sector to reduce the effects of the virus. With these regulations, difficulties have arisen in many supply chain processes and the operation of the process has become impossible. It is important to establish a well-functioning supply chain structure in the health sector in natural disasters such as epidemics and pandemics. The aim of the study is to review the literature on the bullwhip effect of the recent pandemic process in the health supply chain and to evaluate the effects.
