Türkiye’de Öğretmenlerin Hizmet İçi Eğitimine Yönelik İhtiyaçlarının Belirlenmesi: Bir Meta-Sentez Çalışması (2011-2020)

Abstract
Eğitimde değişen ve gelişen yeni uygulamalar, eğitim sistemi, eğitim programı ve eğitim felsefelerindeki değişimlerin uygulama sürecinde başarıya ulaşılmasında en önemli görev, öğretmenlere düşmektedir. Dünya üzerinde yaşanan olaylar, değişen ihtiyaçlar, öğretmenlerin kendilerini yenileme ve geliştirebilme ihtiyacını zorunlu hale getirmektedir. Öğretmenlerin toplumsal ve teknolojik ilerlemelerle değişen kuşaktaki bireylerin ihtiyaçlarını karşılayabilmesi için, yeni mesleki gelişim ihtiyaçları oluşmaktadır. Bu nedenle öğretmenlerde var olması gereken mesleki beceriler ve yeterliliklerin dinamik bir süreç olduğu düşünülmektedir. Öğretmenlerin kendilerini mesleki anlamda yenilemeleri ve geliştirebilmeleri için mesleki gelişim çalışmalarında sürecin bir aktif bir katılımcısı olarak çalışmalara katılmaları gerekmektedir. Bu bağlamda öğretmenlerin mesleki gelişimlerine yönelik ihtiyaçlarının belirlenmesi; buna yönelik çalışmaların planlaması ve gerçekleştirilmesi önem taşımaktadır. Bu araştırmanın amacı, öğretmenlerin hizmet içi eğitim ihtiyaçlarını konu edinen nitel araştırma bulgularını meta- sentez araştırma yöntemine dayanarak bütünsel bir bakış açısıyla inceleyerek yorumlayıp tartışmaktır. Yapılan araştırma sonucunda Türki-ye’deki öğretmenlerin hizmet içi eğimlerine ilişkin birçok ihtiyaçlarının olduğu, bu ihtiyaçların ‘’Mesleki İhtiyaçlar”, “Hizmet İçi Eğitim Programına Yönelik İhtiyaçlar”, “Teknoloji Temelli İhtiyaçlar’’ temaları içerisinde birleştiği sonucuna ulaşılmıştır.

Abstract
The most important task in achieving success in the implementation process of changing and developing new practices in education, education system, curriculum and educational philosophies falls on teachers. Events in the world, changing needs make it necessary for teachers to renew and develop themselves. New professional development needs arise in order for teachers to meet the needs of individuals in the changing generation with social and technological advances. For this reason, it is thought that the professional skills and competencies that teachers should have are a dynamic process. In order for teachers to renew and develop themselves professionally, they should participate in professional development studies as an active participant in the process. In this context, determining the needs of teachers for their professional development; It is important to plan and carry out studies for this purpose. The purpose of this research is to interpret and discuss the qualitative research findings on teachers' in-service training needs by examining them from a holistic perspective based on the meta-synthesis research method. As a result of the research, it was concluded that teachers in Turkey have many needs regarding their in-service training, and these needs are combined under the themes of "Vocational Needs", "Needs for In-Service Training Program", "Technology-Based Needs".
