Kentlerin Biyoklimatik Şartlara Etkisinin Analizine Dair Bir Yaklaşım; Erzurum Örneği

Abstract

Kuruldukları günden buyana insanlığın gelişmesi için gerekli etkileşim ortamını kentler sağlamıştır. Kentlerin insan yaşamına olumsuz etkileri daha önce hiç ulaşmadıkları yüzey ve nüfus büyüklüğünü aştığı zaman olan Sanayi Devrimine kadar hissedilmemiştir. Kesintisiz genişleyen ve kalabalıklaşan kent ortamında başta yoğun insan faaliyetleri nedeniyle atmosferik ortamın özellikleri bozulmuştur. Bu bozulmadan insanların etkilenme sebeplerinden biri de biyoklimatik konfor açısından yaşanan olumsuzluklardır. Biyoklimatik konforu düşük alanlarda fiziksel ve ruhsal sağlık, enerji ve verimlilik bazlı ekonomik kayıplar ortaya çıkmaktadır. İklim değişikliğinin etkisiyle gelecekte bu kayıpların artacağı kaçınılmazdır. Bu çalışmada, son yıllarda benimsenen ekonomi politikalarından kaynaklı toprak rantıyla hızlı yayılan Türk kentlerinden biri olan Erzurum kent merkezinde kentsel yayılmanın ve dolayısıyla yüzey artışının insan biyoklimatik konfor şartlarına etkisinin belirlenmesine dair bir yaklaşım geliştirilmiş ve bir yıllık verilerle yaklaşım test edilmiştir. Buna göre kentsel yüzeylerin etkisiyle kır – kent arası sıcaklık stresi farkı yıl boyunca %3,0 (kent sıcak), yaz döneminde ise %7,9’dir (kent sıcak). Kentsel planlama ve tasarım ilkelerinin uygulanması, yapılı çevre ve yeşil alan dengesinin iyi kurgulanması biyoklimatik konfor şartlarını iyileştirecektir. Bu sayede gelecekte kentlerde daha yoğun hissedilmesi beklenen iklim değişikliğine karşı uyum daha fazla sağlanmış olacaktır.

Abstract

Cities have functioned as the scene for the development of humanity due to the required interaction environment they provide since their first appearance on the earth. It was not until the Industrial Revolution when the surface area and population size of the city exceeded the threshold never experienced before that their negative impacts were felt on humans. In the urban environment, which is constantly expanding and becoming crowded, the characteristics of the atmospheric environment have deteriorated due to intense human activities. One of the reasons why people are affected by this deterioration is the negativities experienced in terms of bioclimatic comfort. Physical and mental health, energy and productivity-based economic losses occur in areas with low bioclimatic comfort. It is inevitable that these losses will increase in the future with the effect of climate change. In this study, an approach was developed to determine the effect of urban sprawl and thus surface increase on human bioclimatic comfort conditions in Erzurum city center, which is one of the Turkish cities that spread rapidly with land rent due to the economic policies adopted in recent years, and the approach was tested with one-year data. Accordingly, with the effect of urban surfaces, the heat stress difference between rural and urban is 3.0% throughout the year (urban is hotter) and 7.9% in summer (urban is hotter). The application of urban planning and design principles, and the good balance of built environment and green space will improve bioclimatic comfort conditions. In this way, adaptation to climate change, which is expected to be felt more intensely in cities in the future, will be achieved more.
