Abstract

In this study, the effect of the amendment dated April 16, 2017, which is the most comprehensive constitutional amendment made to date, on the executive power, the changing executive structure, the duties and powers of the Council of Ministers in the Parliamentary Regime, the new executive formed by the transfer of these powers to the President in the Presidential Government System. The historical and legal studies on the system of law have been included in various dimensions, and the study has been completed with the opinion that this radical change in the executive power is generally appropriate.
