Abstract
Türkiye Cumhuriyeti’nin ilk dönemlerinde siyasî, ekonomik birtakım problemlerin yanında pek çok sosyal problemler de yaşanmıştır. Bunlardan biri de ülkenin çeşitli bölgeleri arasında yaşanan iç göç meselesi olmuştur. Bu mesele, Osmanlı döneminden intikal eden ve Cumhuriyet devrinde de devam eden bir meseledir. Bu meseleleri çözmek üzere çeşitli kanunî düzenlemelerle bir iç iskân politikası uygulanmıştır. Ancak söz edilen düzenlemelerin dışında kendiliğinden oluşan bir işgücü göçü olayı da yaşanmış ve bu olaylar Türkiye Büyük Millet Meclisi genel kurulana da yansımıştır. İşte bu olaylar, Türkiye Büyük Millet Meclisi Zabıt Ceridesi’ nden elde edilen bilgilerlerle işlenecek ve bu bilgiler literatüre ilâve edilecektir.

Abstract
In the early years of Turkish Republic, people suffered from many social problems besides the political and economical problems. One of those social problems was the domestic movement among the regions within the country. This problem was inherited from the Ottoman Period and continued in Republic Period. To solve this problem, various legistlations were declared and a domestic settlement policy was followed. However, except from the legistlations, there happened a workpower movement of people's own accord and such case was reflected to the Turkish Grand Assembly. These events will be examined from the knowledge taken from Grand National Assembly of Turkey Reports and added to the literature.
