In preparation of review criteria; national legislation, UNESCO recommendations, suggestions of national and international professional organizations and academic studies were taken as basis, and 3 Step Scale type measuring instrument was prepared for each factor. Units of the books which are studied at the 5th, 6th and 7th grades of secondary school were delivered to the prospective teachers by forming individual or small study groups, and analysis of the units were made step by step within the frame of a study programme. Before the survey studies, study groups were suggested various survey techniques regarding some of the criteria to be reviewed.
